Season4의 마지막 교량 붕괴 사례는 카나다의 Heron Road Workers Memorial Bridge이다.
그동안 방송에서 소개된 사례 중에 부적절한 가시설 설계로 인한 붕괴사고가 다수 있었는데 이 사고도 가시설 문제로 발생하였다.
힘들게 사고 조사 보고서를 들여다 보지 않고도 도면만으로 원인 유추가 가능하다. 횡방향은 아래 그림 Section A-A와 같이 X형태의 bracing으로 설계를 하였고, 종방향은 도면에서는 확인이 불가하나 보고서에 따르면 9열 중에 3열의 horizontal bracing(수평 가로보)을 교각에 연결한 것으로 나와 있고 나머지 6열은 구속이 전혀 안되어 있는 것으로 되어 있다. 이는 좌굴에 대한 비지지장 길이가 10’8″가 아니고 하나의 긴 기둥처럼 거동하여 좌굴에 매우 취약한 구조임을 의미하며 실제 사고 원인도 좌굴파괴였다.
본 사고의 공식 조사보고서(Report on the Heron Road Bridge Failure, H.G. Acres, 1966)는 일반에 공개된 형태로는 접근이 제한되어 있으며, 현재 공개된 자료 중에서는 Stanford Engineering Case Library의 Engineering Case Library (ECL-133)가 해당 보고서의 핵심 내용을 발췌 요약해 신뢰할 수 있는 자료로 활용이 가능하다.
아래 사고 원인과 관련한 원문 내용을 인용한다.
We have concluded that the prime cause of failure was an error in the design of the falsework, resulting in a lack of adequate bracing.
The basic cause of the collapse of the structure was a buckling failure of the falsework which was insufficiently braced in the longitudinal direction. The occurrence of the failure at that particular time may have been influenced by one or a combination of the following secondary factors:
- differential settlement of footings;
- temporary overloading of posts of transverse bent 23;
- possible material weakness of some highly loaded members of the falsework;
However, had the falsework been sufficiently braced, these secondary factors normally would not have caused failure of the structure.
개인적으로 관심이 가는 내용은 아래 권고 사항이다. 전체 수직하중의 2%를 수평하중으로 고려하라는 기준이 이 사고를 계기로 처음 명문화가 된 것인지 아니면 기존 관련 기준을 변경하라는 것인지 궁금한데 확인을 할 수 없다. 건설 안전 역사에서 ‘가설 구조물 안전의 바이블’이라는 Bragg Report(Final report of the Advisory Committee on Falsework)도 1975년에 나왔으니 아마도 이게 처음이 아닌가 싶다.
It is recommended that the Department of Highways Form No. 9, Clause 9.40.13 (Formwork and Falsework) be revised to provide for:
a) Mandatory design live loads including a horizontal live load of 2 per cent of all dead and live loads acting at the level of the falsework at which the vertical loads are applied.
우리나라는 언제부터 2% 수평하중이 적용되었지? 가설공사표준시방서가 2002년에 제정되었는데 그 이전에는 어떤 기준으로 가시설을 설계했었지? 뭔가 근거를 가지고 했었을텐데 기억이 전혀 나지 않는다.
