Canada의 중요 광물자원 중에 하나는 니켈(nickel)이다. 온타리오 주와 매니토바 주에서 주로 채굴 생산되며, 특히 Sudbury basin 지역(62km x 30km)은 운석 충돌로 형성된 특이한 지질 구조와 그 속에 농축된 세계적 수준의 니켈 광상 덕분에 ‘니켈의 도시’로 불리우며, 현재 캐나다와 세계 광업에서 중요한 위치를 차지한다.
니켈의 도시 Sudbury를 상징하는 랜드마크는 단연 Big Nickel이다. 지름 약 9m, 무게 약 13 ton으로 1951년 캐나다 5센트 동전(니켈화)을 재현한 형태이다.
이런 도시의 특성을 반영하여 Big Nickel Mine Road Bridge라고 명명한 소교량이 있는데, 이 교량이 불행하게도 2004년 5월 7일 renovation 중에 붕괴되며 Season3-Episode3에서 이를 다룬다.
인명 피해가 없었고 규모가 작은 교량이어서 방송에서 다룰 만한 사고는 아닌 것 같은데 방송에서 다루었으니 일단 정리를 한다. 사고는 교대를 보수하기 위해 교량을 양단부에서 가시설을 이용하여 들어 올려 공사한 후 다시 거치하는 작업이었는데, 가시설이 문제되어 교량이 붕괴되었다.
공식 보고서는 확인할 수 없고 신문 기사에 나온 원인을 인용하면,
- Failing to ensure the temporary support structure was constructed so as to support or resist all loads and forces to which it was likely to be subjected,
- Failing to ensure the temporary support structure was adequately braced to prevent any movement that may affect its stability or cause its failure or collapse,
- Failing to take the reasonable precaution of ensuring that a quality verification engineer was retained and inspected the temporary support structure,
- Failing to take the reasonable precaution of ensuring the temporary support structure was constructed and/or installed in conformity with design drawings,
- Failing to take the reasonable precaution of ensuring that modifications to the design of the temporary support structure were approved by the design engineer.
가시설 붕괴로 인한 사고들을 종종 접한다. 그동안 ‘가시설 실패는 곧바로 대형 인명사고’라는 경각심이 높아졌고 ‘가시설은 영구 구조물과 같다’는 인식이 많이 확신되어 주요 가시설들은 면밀한 검토를 거쳐 안전을 확인하지만 아직도 minor한 가시설들은 경험에 의존하여 설치를 하고 해체를 한다.
새정부 들어 산업재해에 대한 처벌이 더욱 강화되었다. ‘돌다리도 두들겨 보고 건너라’라는 속담처럼 사소한 가시설이라도 엔지니어의 검토가 필요하며, 영국의 TWC(Temporary Works Coordinator)와 같은 제도를 우리도 운영할 필요가 있다.
사족으로, 방송 출연자가 재미있는 얘기를 하는데

이 얘기의 뿌리를 찾아 보니 Arthur Mellen Wellington이 그의 저서 The Economic Theory of the Location of Railways에서 공학에서 비용과 자원 최소화를 강조한 표현이다. 원문은 아래과 같고, 일반적 인용은 ‘An engineer can do for a dollar what any fool can do for two’로서 $3가 아닌 $2이다. 🙂
It would be well if engineering were less generally thought of, and even defined, as the art of constructing. In a certain important sense it is rather the art of not constructing; or, to define it rudely but not inaptly, it is the art of doing that well with one dollar, which any bungler can do with two after a fashion
